Whereas, the world is now in an era of democracy and peace; of humanistic civilization; an era which is both interchangeable and multi-cultural; an era in which the interests of the whole of mankind are the supreme goal for all activities, whether it be political, economic, cultural, social, technical, scientific or others.

Whereas, the right of self determination is the most basic right of all countries in the world; a right in which human rights, civil rights and others are honored and protected.

Whereas, the world is now in an era of international relationships, where all nations may enjoy worldwide prosperity through mutual cooperation and global and lasting peace. The whole world community must be offered a true and ascendant democracy. Tyranny and totalitarianism, in any form, must be terminated.

Whereas, all totalitarian regimes in the world, especially communism, are deteriorating and collapsing, both theoretically and structurally; the world is now witnessing the complete disintegration of the entire communist block.

Whereas, all halfway changes and patching reforms in the economy, without any deep rooted changes in politics, will create more disorders to the society and destruction to the country.

Whereas, Vietnamese Communist Leaders are stubbornly pursuing the outdated Communism, continuing its political monopoly, hindering the progress of the country; caused corruption, immorality, and anarchism in the society. The communist party and Vietnamese communist government are totally impotent and are tacitly accepting this situation for their own survival purposes.

For the sake of the nation of Vietnam and upon the Vietnamese people's aspirations in democracy, freedom, justice, prosperity and happiness, the Government of Free Vietnam is hereby formed to respond to:

1. Dismantle the suppressing system of Communist dictatorship of the Socialist Republic of Vietnam by a peaceful, democratic, humanity, practical and persistent approach.

2. Establish a free and fair elected government of Vietnam; and guarantee a pluralist, multi-party regime; respond properly to the global trend towards democracy, human rights, and civil rights in the new era. 

3. Establish a practical free market economic system; cooperate with all nations in the world on the basis of mutual benefits, and to develop international economic cooperation for the common prosperity.

4. Prohibit all forms of provocation. A peaceful approach must always be the means to settle all conflicts and disputes, including the subversion of the current Communist government. All approaches must be non-violent to avoid unnecessary bloodshed to the nation.

The Government of Free Vietnam recognizes that no single party, force or organization can accomplish this great mission. There is a great need of unification of the Vietnamese people of all classes, of all ethnic groups, of all political parties, and especially of all religions, shall be the fundamental approach to solve all conflicts and disputes.

The Government of Free Vietnam sincerely call for all supports from people and governments around the world to help resolve remaining conflicts of Vietnam on the basis of mutual respect and interest.
