"We are bound together, as brothers, by the bonds of our common humanity." After the communist invasion and the take-over of South Vietnam, the whole country fell under a battered and blooded curtain. Many leaders from the military, civil service, religious and political organizations related to the Government of the Republic of Vietnam were exiled to "re-education camps." These "camp" are actually bloodless extermination camps. They kill, not by gas or bullets, but by squeezing out the breathe of life under indescribable condition of forced labor. Even after the fall of communist "Big Brother" dictatorships in Eastern Europe and in Russia the Vietnamese communist leadership continues to adhere to this inhuman doctrine. It wishes to preserve its own selfish interests, regardless of the miserable condition of the rest of the population. By courting Russia, then China, and now America, the communist regime of Vietnam clearly demonstrates its willingness to sell itself to foreign influences despite the wishes and interests of the people. After 20 years of power over Vietnam, what has the communist regime accomplished for the welfare of the people and country as compared to the progress and prosperity of the other Asian nations?
The most noticeable accomplishments of that regime are:
-The destruction of the national culture and civilization and the selling of the country's heritage.
-The destruction of the spirituality and traditional way of life of the people: from a society based on "humanity" to a society based on greed and money; from a society based on "virtue" to a society having to sell itself in order to feed its family; from a society based on "social consensus" to an unjust dictatorial society full of crime, corruption, persecution, brutality and fear.
-The acceptance of political slavery, which has become a norm for the communist regime, has led to the acceptance of economic slavery. They have sold the national heritage by relinquishing the sovereignty of the Parcel Islands and allowing China to exploit the enormous oil and gas reserves there. They have created slave labor through unjust and unfair contracts sending Vietnamese laborers to Russia and Eastern European countries to repay war debts. The Vietnamese people will suffer for generations because of the irresponsible policies of the communist government.
Opposition to the communist regime faces several difficulties.
-During the last 20 years of exile, many attempts have been made to unify the Vietnamese communities abroad, but so far the results have led to more confusion and mistrust, mainly due to communist infiltration.
-After April 30, 1975, the majority of the religious, political, military, and governmental leaders related to the Republic of Vietnam were sent to concentrations camps. A few of them withdrew to the jungle to continue the fight. An example is the Fulro movement which once had a following of tens of thousands. Its ranks have been reduced to a couple of hundred after 10 years of fighting. Those survivors had to withdraw through the Laotian-Cambodian border, to emigrate to the United States and to finally settle in North Carolina. The resistance spirit is still there, but it lacks organization and coordination between the spearhead movements within Vietnam and the political and logistics support outside. Without these, it cannot succeed.
-On the international front, mainly for economic and political reasons, the majority of Western and Asian countries have become allies of the communist regime in Vietnam. Consequently, the fight for freedom and democracy, although just and rightful, has encountered the indifference and even the opposition of many governments.
Given the aspirations of more than 70 million people inside Vietnam who are now disillusioned with the communist government;
Given the complete failure of the communist policy of trying to combine market economy and communist ideology;
Given the difficulties, real or perceived, encountered by the enemy, the allies and by our own side in Vietnam and abroad;
Given the falling apart of the dictatorial government of Hanoi;
The formulation of an organization susceptible of confronting the Hanoi regime has become a necessity--the Government of Free Vietnam--a militant government formed inside Vietnam by revolutionaries willing to commit and sacrifice their lives to regain freedom and democracy for the fatherland.
The Government of Free Vietnam, operating inside Vietnam, in enemy territory, will have the advantage by:
1. Creating a militant entity capable of rallying the trust and support of the people, both inside and outside of Vietnam, including some communists who themselves are disillusioned by the errors and corruption of the present regime, and have secretly joinedwith us.
2. Positioning it self favorably to accomplish the dual missions of military preparedness (in the event of a general uprising) and of oversight during the transitional period. Each phase shall demand its own sacrifices and bring its own difficulties.
3. Positioning itself favorably for both mobilizing the forces and coordinating the strategies and tactics of the different resistance forces within the country.
4 Neutralizing the harmful propaganda of the enemy from outside, as well as of the enemy from inside our own ranks. Some in the Vietnamese communities abroad oppose us due to jealousy and personal ambition, as well as covert ties to the communistregime.
5. Avoiding the problems that a "government in exile" would encounter on the international level. Even if its organizational structure is appropriate and its overall goals are just, it would be difficult, if not impossible, for this distant form of government to gather committed followers and support from the people inside and outside of the country.
For all of the above reasons, the Government of Free Vietnam is appealing for the support of all the people inside and outside of Vietnam to:
1. Officially adhere to the Government of Free Vietnam as an active member, together with all the people and with all the militant revolutionary organizations, to fight for the overturn of the dictatorial communist government in order build a truly Free and Democratic regime in Vietnam.
2. Propagate the spirit and goals of the Government of Free Vietnam as well as to actively participate in its missions.
The 30th day of April of this year, a day of national shame, has been chosen to declare to the people the formation of the Government of Free Vietnam. We, its members, solemnly confirm our commitment to sacrifice our lives for the supreme interest of the country and the people, and for the ideals of Freedom and Democracy.
With the unification of the people, with the committed support from inside and outside of Vietnam, given the destruction of communist regimes all over the world, given the unwavering will of the people, we firmly believe that the enormous task of saving and rebuilding the country will be successful. We shall lead the people of Vietnam out of oppression, poverty, underdevelopment, misery, and separation. We will restore happiness, prosperity, and pride to the descendants of Lac Hong.
